PAYPAL NOW ALLOW PEOPLE RESIDENT IN NIGERIA TO OPEN PAYPAL ACCOUNT

For some years now that I have been online working, performing one tasks or the other online, I have never been able to use Paypal as my payment processor not because I do not want to but because people resident in my country Nigeria  are excluded by Paypal from doing business with Paypal.
For those who do not know about PayPal and what it means, Paypal is an online payment processor.
One can open account with for the purpose of making purchases online and you can also use it if you are selling product online.
There are 3 kind of account you can open on PayPal
1.  Personal account
2.  Business account
3.  And premium account.
The good news now is that PayPal is now allowing people resident in Nigeria to signup for Paypal Account but I read somewhere online that Nigerian can only use PayPal to pay for goods online they cannot withdraw money but from what I read on their term of service I cannot see anything that says that Nigeria cannot withdraw money from their PayPal account but I intend to see how true that is in the nearest future when there will be need for me to withdraw money.
But for now I am satisfy that I can use PayPal as my online payment processor
